UPDATE A German’s yacht, crashed into the cliffs in Constanta

A German citizen was taken to Constanta County Emergency Hospital after the yacht he was in was involved in a marine incident. The event took place yesterday, in Tomis Port, Constanta. According to preliminary data, Hans Joachim Fritze, from Germany, came last night in Constanta, where he intended to moor. The Port authorities have sent the man to Tomis Port, but the German has never reached its destination. Close to the Navy Head Quarters, the yacht "Laura" hit the cliffs and got stuck. After a few hours, in the area has appeared a crane to lift the boat from the water so it could be taken to repairs.

German tourist naval accident puts grudge between the authorities. Mazare says angry words to Harbour Master’s Office and Coast Guard

After the incident, at a press meeting, the mayor of Constanta, Radu Stefan Mazare, expressed his dissatisfaction with the way authorities acted, stating that he will ask the Ministry of Interior and Ministry of Transport to set up a commission to investigate "the serious case of the German citizen". On the other side, the head of Constanta Harbour Master’s Office, Alexandru Mezei, says the only responsible for the accident is the German tourist.

"This is intolerable and unacceptable. He was kicked out of the harbor at night. Nobody does that. The Constanta Harbour Master’s Office and the Border Police have kicked him out at night. They shouldn’t have let him go. I think they didn’t care", said the mayor. Mazare also said that he would seek the German to offer him help in repairing the ship. Asked if he makes the gesture of his own money or of public money, Constanta mayor said he doesn't know that yet. "You can not kick out in the night, during the storm, a nine-meter boat. It doesn't matter it is a commercial port. It's a bad signal. Those from the Harbour Master’s Office and the Border Police are dinosaurs. They are idiots," added nervously Radu Mazare.

On the other side, head of Harbour Master’s Office, Alexandru Mezei, says that the German tourist is guilty. "He wanted to go to Port Tomis. He was told he was on the wrong way and there was the Port of Constanta. Then he said it was OK and wanted to go to Port Tomis. He was told where to go and what to do. Then, he went to Port Tomis. The Ship (named Laura) was equipped with GPS and electronic navigation charts. The German has not asked to stay in Constanta Port. If he wanted to stay in Constanta Port, it wouldn’t have been a problem. We put large ships to safety. Wouldn’t we let the tourist stay in the inner roads at anchor? This is out of the question. But he wanted to go to Port Tomis. Ok! The fact he came to the position it's a different story. There were speculations that he asked for help through SOS message. This is not true! No one heard it, neither the Coast Guard, nor RADIONAV, nor the Romanian Agency for Human Life Rescue at Sea. And now there are speculations that the authorities are to blame. There's nobody to blame. (...) We requested copies of all documents that he had. The man says he lost them. I don't know what happened with the documents. The divers have called us and told us that they found the documents, put them in a bag and now the German comes and claims it has no documents, neither his own (passport and identity card) nor the yacht's. (...) Everyone points the finger to Harbour Master’s Office. It's not fair!", concluded Mezei.

What does the Coast Guard say?

On June 12, at around 10.10 pm, the Coast Guard noticed, through SCOMAR system (Complex System of Observation, Surveillance and Traffic Control of the Black Sea), the entrance to the Constanta Seaport of a German-flagged yacht. Therefor, the Coast Guard informed the Constanta Port Control Service of the Romanian Naval Authority, in order to take the necessary measures for routing at the entrance to the harbor, according to legal competence. Later, at around 02.20 am., Constanta Ship Group dispatcher was informed by SCOMAR, which received an emergency call through the "112" number that the yacht "Laura", under the German flag, hit a pier near Port Tomis and got stuck between rocks, near Navy Command, located on the seafront of the Constanta Casino.

Immediately, according to internal procedure, was contacted the Romanian Naval Authority for information and details. Romanian Naval Authority confirmed the incident and called the Coast Guard support to provide a small fast boat. The boat MAI 4025 went immediately to the scene. At the same time arrived the rescue boat "Topaz", belonging to ARSVOM, and a raft with two people who have offered to help in the operation. MAI 4025 crew arrived near the site of the incident in about 20 minutes, but it couldn't close the yacht because it was aground on rocks, presenting danger to their own safety. The person on board of the yacht was recovered by inflatable craft arrived at the scene and was transported by water, accompanied by Coast Guard boat in Port Tomis, where, at around 03.20, was taken by a SMURD (Mobile Emergency Resuscitation and Extrication Service) crew and transported to the County Hospital of Constanta.
