Apolitical managers of PSD [Social Democrat Party] and PD-L [Democrat-Liberal Party]

While some of them stated that they will not proceed to the political enrolment, regardless of the support received, others, as a token of their gratitude, decided to enrol. Anyway, they are doing the policy of the appropriate party.

After so many years of "original" democracy, there is no surprise to anyone that once in four years, the heads of the public institutions are changed, according to the political colour grasping the power.

Rarely, some managers are able to go on with their activity, but only if they are sustained by the governing parties.

In our county, the campaign of political nominations is developing.  Even if the governing is made by PSD - PD-L coalition, the chiefs of some institutions have kept their positions, although they are not members of any of these parties.

As a follow to the local negotiations, the General Directorate of Public Finances was distributed to PDS; nevertheless, the manager Bogdan Huţucă is supported by social-democrats and he will carry on with his activity.

He has been a PNL [National Libera Party] member since 1992 and from what he said, he was not forced to become a PSD member. "I was not asked to join PSD; even if they tried to get me into this, I would not change", said Bogdan Huţucă.

The status of military personnel does not allow the chief of the Inspectorate for Urgency Situations, Viorel Costache, to be a member in any party. If asked what party would join if the status allowed, his answer was crystal clear: "I am the partisan of the Party of the Mother-in-Law, as this is the only one ensuring the serenity of my family".

"I don't understand party meetings"

Another liberal who was held by Constanţa PSD is the manager of the County House of Health Insurance, Liviu Mocanu. It's true that Mocanu is not so passionate about politics and he admitted that he stopped being an active PNL member one year ago. "I'm not good at it. It's not for my brains. There are for sure better politicians", declared the manager of the County House of Health Insurance. However, the executive secretary of Constanţa County PSD organisation stated that there are some managers who already submitted their application forms, but the members of the Executive Committee was not yet reunited to validate any of them.

This information is not confirmed in the case of Liviu Mocanu. "Nobody forced me and nobody asked me to adhere to PDS and I am not with PNL either. From my childhood, I have been apolitical. I don't understand party meetings, I don't get politically involved and I am not interested in positions. I saw the fact that I kept my position as a small acknowledgement of my achievements together with my team", declared Liviu Mocanu the manager of the County House of Health Insurance. He also mentioned that nobody asked him what party he was in, instead he was asked "if I can manage and do my job". Until 2000, he was not a member of any political party and he is puzzled by the fact that presently "there are a lot of persons holding important positions who were PCR [Romanian Communist Party] members and nobody asks them what they are doing in other convenient parties".

Farewell, political independence

Being present at the investment of Ion Florentin, the chief of the Territorial Inspectorate for South-East Constructions, the prime vice-president of

Constanţa County PDS organisation, Nicuşor Constantinescu, wished to draw the attention to the fact that he was not a member in any party, he was simply a professional.

Yesterday, the executive secretary of the subsidiary, Cristinel Dragomir insinuated that Ion Florentin was to become a PSD member, once the County Executive Committee had been convoked, as the social-democrats pushed him forward. Contacted by phone, the chief of ITC Sud-Est initially tried to avoid confirming of infirming the information offered by Dragomir. He asked us to call him back after checking if the executive secretary of Constanţa PSD really made that statement. Eventually, Ion Florentin admitted: "After being nominated, I handed in my enjoinment request to PSD. I am a PSD member".

Dima came back to PSD

Officially invested in the position of manager of the Regional Commissariat for Consumer's Protection on 6^th of April, Bogdan Dima stated at that moment that he was not a member of any party. Although we knew that after year 2000, for a short instance, he was a PSD member, his statement suggested that he would go for the apolitical status. It wasn't so. The sustainment offered by social-democrats and their contribution to his getting this position made him feel he "owed" them one. "Because I have got this position for political reasons and I have always been PSD partisan, I joined this party 2 days ago.

Chiefs with no party

The Financial Guard came back to the democrat-liberals who decided to keep Cristian Radu as the head of the institution. He has never been a member of any political party and he is not interested to become one. "I'm not interested in politics. I have been in this position since 2005, and I got here as I won a contest. There are no parties ‘courting' me and if they did so, I would not agree", Cristian Radu declared.

The same equidistant attitude is characteristic to the manager of Direction of Sports, Elena Frâncu. The institution is in PSD treasury, but its chief does not wish to be member of this party. "I have never been a member of any party, not even a partisan. The only party of Constănţa sports bears the colours red-yellow-blue", stated the chief of Constanţa County Direction of Sports, Elena Frâncu.

County Direction of National Archives came to PD-L, and the coordination of its activity will be assured by Virgil Coman. His PD-L sustainment is based on his professional experience, but it might be also based on the fact that during 1997-2001 he was a PD member. "I gave up as politics is generally made by those who have a lot of money. I wished to dedicate myself to my professional training. Since 18^th of April 2003 I have been the manager of this direction and no party sustained me. In our institution, the positions were not given for political reasons", mentioned the manager of the institution, Virgil Coman.

Consequently, while some managers of decentralised institutions might grow the human resources of some parties, others prefer to stick to only one party or to stay away from the political scene.
